FBI, St. Paul Police Investigate ICE Arrest That Left Man With Skull Fractures

Federal and local authorities are investigating an arrest by U.S. Immigration and Customs Enforcement agents in Minnesota after a man suffered multiple skull fractures and traumatic brain injuries, officials say.
Investigators from the FBI and St. Paul Police Department have canvassed the parking lot where Alberto Castañeda Mondragón says ICE officers pulled him from a vehicle, threw him to the ground and struck him in the head with a steel baton.
ICE officials say he was injured after trying to flee while handcuffed and hitting a concrete wall, but hospital staff and doctors have said the extent of his injuries — including fractures across the front, back and sides of his skull — are inconsistent with such a fall.
Surveillance footage that could clarify what happened may no longer be available, as some business cameras reportedly overwrote recordings before investigators requested them
