Carlos Ivan Mendoza Hernandez was wounded Tuesday when ICE agents fired during a traffic stop, and the Department of Homeland Security said agents acted in self‑defense after he attempted to drive into them. His lawyer says Mendoza Hernandez panicked and tried to flee, and that he has no warrant or criminal record in the U.S.
