The head of the National Transportation Safety Board says if investigators were able to quickly find alarming data about the number of close calls in the years before the fatal midair collision over the nation’s capital in January, then aviation safety regulators should have recognized the problem. Congress is delving into the investigation into the deadly crash during a Senate committee hearing on Thursday. The acting administrator of the Federal Aviation Administration told the committee he plans to change that and require all aircraft to have the system on around the airport.
