Cuba, Mexico, Florida Prepare For Storm Helene

The storm is expected to strengthen into a hurricane Wednesday as it approaches the Gulf Coast. Florida Gov. Ron DeSantis has declared a state of emergency in dozens of counties ahead of its arrival.
